Presented work shops on TPH, polar compounds and silica gel cleanup to the North Coast RWQCB (May); the San Francisco RWQCB (June); the Central Coast RWQCB (October). This technical material was also presented in a 2-hour state-wide webinar to the risk assessment group of the California DTSC (May) and the State Water Board staff (as well as interested RWQCB staff (August).

Adoption of California State Water Board's Low-Threat Closure Policy (Resolution 2012-0016)

The LTC Policy was adopted May 1, 2012 and became effective August 17, 2012.  This Policy provides the criteria and framework for evaluation and closure of petroleum release sites to be used state wide.  Although the Policy was written specifically for fuel releases from UST systems, the Policy preamble makes clear that it can be applied to all  types of petroleum releases in California.  Ms. Zemo is applying the Policy to UST sites, bulk fuel terminals, pipeline releases and crude oil releases.

Finalization of California State Water Board's 2012 LUFT Guidance Manual

Ms. Zemo continued her role as a technical expert and was engaged as a subconsultant to the State Water Board to finalize the revised LUFT Manual in accordance with public comments and the Low-Threat Closure Policy (Resolution 2012-0016).  The Final LUFT Manual was posted to the State Water Board's website on September 25, 2012.

Ms. Zemo worked with the regulatory, consulting and industry communities as a member of the California LUFT Manual Revision editorial board.  The final LUFT Manual was published September 25, 2012.

Ms. Zemo was a member of the California UST Cleanup Program Task Force, which was authorized by the State Water Board Resolution 2009-0042.  The Task Force presented its recommendations to the State Board in January 2010.

Ms. Zemo recently published two peer-reviewed technical papers.  One is focused on site investigation and groundwater monitoring and the other one pertains to forensic sourcing of PAHs in sediments.
